In the dark knight, why did batman go after harvey dent when he told gordan that he was going after rachel?

The locations of Harvey and Rachel were switched. He thought he was going after Rachel, but saved Harvey anyway because he thought Rachel would still be saved. If he had known they were switched, Harvey would have died.
